The antiterrorism courses I've taken would tell me that some of those people are trying to build rockets to attack their perceived adversaries. I.E. the terrorists that took flying lessons, but weren't interested in how to land. But the folks that taught those classes were really paranoid. Not wrong. But very paranoid.
